CONTEXT
Within Médecins Sans Frontières Operational Centre Brussels (MSF OCB), recruitment is a strategic HR function, ensuring that our programmes are supported by diverse, skilled, and committed staff across HQ, internationally mobile staff (IMS), and locally hired staff (LHS) in countries of intervention.
The Talent Attraction team contributes to this by developing and delivering a consistent, inclusive, and recognisable employer brand. The team ensures coherence across recruitment communications, strengthens MSF’s visibility, and supports outreach strategies aligned with MSF values, Diversity, Equity and Inclusion (DEI/DARA), and safe recruitment principles.
As the Talent Attraction Team Leader, you lead the Talent Attraction team within the Recruitment Unit, supervising two Officers and rotating interns. Working closely with the Head of Recruitment and the wider Recruitment Unit including Talent acquisition Specialists, pool managers, and HR partners, you ensure smooth daily operations and high-quality delivery across employer branding, outreach, recruitment communication, administration, and knowledge management. You coordinate team workload, oversee communication governance, and drive the effective implementation of strategic initiatives to strengthen recruitment processes and talent attraction efforts.
MAIN RESPONSIBILITIES
Team leadership

Coordinate team meetings, internal and external engagements, and planning activities to ensure smooth operational workflow

Manage Talent attraction Officers and interns: recruitment, onboarding, task allocation, coaching, and skills development

Oversee absences, workload distribution, and temporary replacements to ensure continuity

Contribute to performance appraisals with the Head of Recruitment and promote a culture of feedback and learning

Ensure alignment and representation of the recruitment unit in discussions with Communications, ICT, and other relevant stakeholders
Talent Attraction

Lead and manage recruitment marketing initiatives across platforms (LinkedIn, ReliefWeb, website, newsletters, networks)

Ensure consistent and attractive job publications in line with MSF employer brand guidelines

Develop tailored content for sourcing strategies, highlighting the value of working with MSF

Plan and coordinate events, campaigns, and webinars in collaboration with recruiters, pool managers, referents, and partner sections

Optimise HR pages of the MSF Belgium website (structure, content, SEO, candidate experience)

Build and maintain strategic networks with the MSF Talent attraction community and external partners

Define and track KPIs to measure the impact of talent attraction efforts, produce reports, and recommend improvements
Administrative & Operational Talent Acquisition Support

Oversee administrative workflows supporting talent acquisition (publication management, inbox management, process updates)

Ensure continuity of administrative support as activities evolve, and adapt tasks to changing needs

Collaborate with officers and interns on data collection, analysis, and monitoring activities
Information & Knowledge Management

Develop, implement, and monitor communication and knowledge management tools, guidelines, and processes for the Recruitment Unit

Act as focal point and subject matter expert for internal communication, ensuring clarity, accessibility, and coherence across channels

Serve as key reference for the Applicant Tracking System (ATS), digital tools, intranet/SharePoint content, and Talent Acquisition-related materials

Support continuous improvement of recruitment documentation, workflows
REQUIREMENTS
Education & Experience
-
Education or certification in Digital Marketing, Communication, Information Management, Human Resources, or equivalent professional experience is mandatory

Min 2 years of experience in HR marketing within talent acquisition programmes
-
Experience in team management or team coordination
-
Experience in organising and leading recruitment campaigns, webinars, events
-
Experience with Applicant Tracking Systems (ATS) and recruitment tools is an asset
-
Previous experience with MSF or another international humanitarian organisation is an asset

Data & Analytics: Experience with engagement metrics (KPIs) and monitoring tools (Excel, Power BI preferred)

Organizational Commitment: Strong humanitarian commitment and motivation to work with MSF
Languages

Proficient level in English and French, both written and spoken is mandatory

Good knowledge of Dutch is an asset
