Emergency Mobile Finance Coordinator (m/f/x) – MSF Belgium

CONTEXT 

Within the Operations Department of MSF-Operational Centre Brussels (MSF-OCB), our Emergency Pool (E-pool) has as primary function to intervene directly and quickly with relevant medical activities in crisis situations such as conflicts, epidemics and natural disasters while guaranteeing the quality of interventions. It is also tasked with the monitoring and identification of crises that may arise.

The E-Pool consists of emergency coordinators and specialists based in Brussels as well as an E-Pool mobile team composed by 25 to 30 emergency responders – the Emergency Pool Mobiles (eMobiles) - coordinating emergencies and implementing activities in the countries of MSF intervention.

The eMobiles travel at short notice to any context where the E-Pool is leading interventions, and they undertake successive several short-term assignments between 6 weeks to 3 months though exceptionally, postings may extend beyond 3 months. In between assignments, they might be called to be ready for briefings, debriefings, report writing, trainings or work on specific transversal topics and tools.

You will be rapidly deployed for assignments up to 3 months and based 80% or more of the year in the countries of interventions; the rest of the time you might work remotely on some vertical finance files (or eventually during HQ visits). You will work in various contexts and cultures, from one mission to another, and show great adaptability and flexibility.

As Emergency Mobile Finance Coordinator (eMobile-FinCo) you will successively carry out short-term assignments in the countries of interventions led by the E-Pool in Brussels. Priority will be given to Finance Coordinator (FinCo) positions, but other Finance positions could also be covered to support more directly the project and the accountancy. 

You are under the line management of the Finance Officer of the E-Pool. Depending on the assignment, you will be placed - during the period of assignment - under the responsibility of the Country Coordinator or Emergency Coordinator (EmCo).  The Finance Officer of the emergency pool defines the priority of assignments. 

MAIN RESPONSIBILITIES 

Defining, coordinating and monitoring the implementation and management of finance strategies, policies, internal control and all financial administrative and legal issues in the mission, in line with the (emergency) context and operational challenges and MSF protocols, standards and procedures, in order to provide accurate, transparent, timely and reliable financial information to the organization and third parties on the allocation of resources in the projects.

Accountabilities: 

  • As an active member of the CMT and Epool, participating in the definition of the missions’ objectives and strategies in collaboration with the CMT and Hqs Epool, planning, implementing and monitoring the financial operational and budget needs, anticipating changes and challenges and planning accordingly, to ensure budgets are relevant and appropriate.

  • Coordinating and ensuring the efficient management of the treasury including the whole accounting of the mission, to always ensure the smooth running of operations and maintaining as much control as possible on security risks. This includes among other things, defining minimum levels of cash, anticipating planned expenditures, managing local bank accounts and transfer of funds, managing contacts with banks and/or other financial institutions at mission level, and monitoring the payment of suppliers and staff salaries.

  • Providing regular and adequate indicators to monitor the financial health of the mission and providing relevant cost analysis, regularly monitoring of expenses vs budget, analysing variances and suggesting corrective actions when needed. Being responsible for the recruitment and management, supervision and development of the finance team, including coaching, training, motivating and ensuring their capability. Sensitizing key executive staff such as coordinators, budget holders and relevant management on financial risks and the extent of their financial responsibilities.

  • Under the guidance of Finance officer and EmCO, Assessing and mitigating the financial risks of the emergency mission and ensuring the implementation of a relevant mission organizational set up and a reliable internal control system, to meet all financial obligations while keeping financial ethics always respected within the mission.

  • Ensuring proper implementation and respect of MSF policies and guidelines for emergencies, ensuring they are aligned with legal requirements and within the national legal framework, and designing or adapting relevant local policies, procedures and tools for optimized management of the mission's financial resources.

  • Ensuring the proper application of HR policies and associated processes (recruitment, training, briefing/debriefing, evaluation, potential, detection, staff's development and internal communication) to ensure both the sizing and the amount of knowledge required for the finance activities.

  • Coordinating and overseeing the monthly and yearly closing of accounts with the aim that the statement reflects the financial reality of the mission.

REQUIREMENTS 

Education & Experience 

  • Degree in Finance / Management, Accounting, business administration or equivalent professional experience required
  • Minimum 2 years international experience as a Finance Coordinator (FinCo) is mandatory
  • Minimum 3 international MSF assignments in finance and accounting is required
  • Previous experience in emergency interventions or in a Finance support position in the headquarters (HQ) is an asset 

Languages 

  • Excellent written and spoken communication in English and French is mandatory
  • Spanish, Portuguese, or Arabic is a strong asset 

Competencies 

  • Good knowledge of Unifield and Wefin is an asset 

  • Strong knowledge of financial tools and finance management 

  • Leadership (able to set priorities, make choices and assume decisions) 

  • Very good personnel management and development (coaching, mentoring, and training) skills 

  • Good communication skills: active listener, clear and effective communication, sense of diplomacy and pedagogy 

  • Acute sense of human contact, interpersonal dynamics, and collaborative attitude 

  • Ability to work under pressure with good self-awareness and management of personal well-being

CONDITIONS 

  • Expected starting date: As soon as possible
  • Location: Mainly carried out in the countries of intervention (all contexts) - based in the country of residence when not on assignment
  • Contract type: Fixed term contract – Full time
  • Contract duration: 12 months
  • Salary according to MSF international salary grid
  • The contractual terms, conditions and salary will be established according to the official residence of the selected candidates and in respect of MSF standard function and salary grids
  • Medical Insurance 100% covered as per international package – 45 days paid leave -Accomplishment bonus of 1,5-months' salary upon completion of 12-months contract
  • Transport and accommodation when in the field taken in charge by MSF
